Authorized shares have absolutely no affect on MARKET CAP or a TARGET PRICE.

You need to speak to a lawyer. Authorized shares are merely a legal limit. In some states, lawyers will list a maximum number allowed for a particular filing fee.

It means nothing.

I don't see your figure at all. Outstanding appears to be under 500 million.
