ONe possible explanation I can think of is that they are not ready to produce plates,etc required for such orders and I'd rather see them be able to produce for orders than take orders that they can't fill and have disappointed customers. Right? But, you are correct on the phone number, even without being able to take orders they could be taking calls and getting people excited about ordering soon and starting a list to call when plate #1 rolls off the line.
BORK is a start up company, and putting their phone number on the website would result in a flood of calls from current and potential investors about every rumor and fluctuation in share price.
BORK management resources are limited, and investor "hand holding" is not as important as business building and contract getting.
