There aren't many diseases that cause disease in insects, so R&D money would be more focused on the things that actually do cause disease.

There’s probably much more that we don’t know about insect disease than what we do know, so it’s unclear whether your premise is correct. Moreover, simply throwing more R&D money into drug development does not ensure a higher proportion of meritorious applications. PFE’s track record is proof positive of this!
