Short volume is not the same as a short position or short interest. Short volume occurs on both short and long position trades, it is simply open transactions on the first leg of the trading process, almost all of them will have been completed within the second leg of the trade process. The data you are looking at is strictly used for settlement tracking and does not separate open long position trades from short position trades.
