I understand what you're saying. However, changing the ticker will not change the share structure. The only thing changing the ticker will do is make the symbol more relivant to the name of the company. That's all it will do.
If he wants to wash away the tecco stink, he'll need to get rid of tecco's holdings. As long as tecco has that many restricted shares, he'll be reported in the financials.

Until you see an audited financial statement presented to the SEC, you're only speculating on what the CEO is telling you. The reason most shell/merger penny stock plays never post audited financials is because the money behind the operation is tainted/dirty. The ownership is so foul, it can't be submitted to the SEC.
There's a reason Tecco used this guy....don't lose sight of that
