however they could if they want to... I don't expect much unless they are not MM status.. off shore or country i.e. canadian shorts.

No they can`t, before the exchange they all will receive a Buy in order. Before the exchange all shorts must be covered.

Uz before any issuance of any shares or divi the TA must account for all shares. If your broker has 1 million certs and 2 million in accounts like yours he is going to have to cover the other million. He will get margin called and your shares are covered by his insurance.
