I had one problem shortly after posting to you with a mod who apparently didn't understand the TOU and he was removed promptly removed when I brought the problem to admin's attention.
I'm only saying what you are. "The change is going to take some time to wind out."
It doesn't seem like some are giving it any time, at all.
