You are assuming that those "barbarians" are "genetically" predisposed to live miserable lives, but we have learned from history that that is not a fact, and even Barbarians" when afforded the means to raise their standard of living, reduce child mortality, improve their own life span, will do so, and will then bring to humanity some of their own unique traits which will benefit the rest of humanity.
