Blah Blah, we've heard that before. The billings statement is positive, no doubt. But we've been here before. Until it's a 'done deal' don't get too excited.

Settlement is likely but not guaranteed, in my opinion. My point is that the use of the word "settlement" in the billing statement does not mean anything other than engaging in settlement talks. It's been used before in the billing statements and a settlement never happened.
