and as an after-thought.....preconditions could always be handled like the "assigned risk" pool for driver's insurance......
which leads to my reason for ranting about many of these issues.....
the solutions are not that difficult to find....the inaction which leads to the adverse effects of the system are often the result of political deal making/cronyism which is NOT in the interest of the public....
IMO....a betrayal of the public trust but elected reps....
