Drawing lines in Jello is always difficult. Our presence in Iraq isn't going to make it more or less difficult for terrorists to operate in a global manner. Sure, we're dropping bombs on them and shooting them in Iraq, but I'd say that's no different than arresting a street drug dealer in LA while the drug cartel chugs along. They'll find another dealer.
What's needed is an unrelenting intelligence gathering operation that defines and identifies global terrorists, their network of supporters, and plenty of behind the curtain diplomatic initiatives, including telling rogue statesman and leaders that there is a price to pay for aiding terrorists.
