I know what a steer is and how it got that way, but that does not mean that it does not have utters, albeit not developed or functional.

You, like me, may be a bull (I don't want to event think about being a steer) but we still have utters -- just not functional or prominent.

As for the steer, I have no idea whether it has small utters that are not functional.
