Virtually every major technology gets created by one of two industries - porn (media-based) and defense (everything else). Without the defense business, I doubt there would be a Roomba. As you point out, it's wonderful to say "I'm only building devices which can never be used for harm", but whether it's a commercial airplane or dynamite, despite the original intent, someone who works hard enough can always co-opt something for evil.
Not that I think GOSY had much hope of success anyway, but if Spencer's attitude is as paranoid about misuse of robots as has been suggested, I don't see any hope even if they did have some breakthrough technology. Pretty much by definition, if someone finds a new, better use of technology, the military will be interested.
