I'm with Jbog,which is to say, I see where you assert at the end of your post that "MNTA appears to be arguing that Amphastar is perfectly capable of selling the a-enox on a short timetable, as it has successfully done in the recent past with regard to other drugs..." but I don't see that your assertion follows from the MNTA argument you quote. I suspect you are correct but I don't see it follows from your quote.
