I think the part from the article where AMD/Intel is too slow to get to the Phone/Tablet game is true.
There were rumors that Apple was testing Atoms for Tablets way back few years ago. Now we know why Atoms aren't really being used in Tablets, let alone the iPad.
The problem with vendor lock-in can be seen looking at Intel too. What if you want to make a Tablet or Phone with Intel chips? You really can't. Maybe if someone told them earlier Intel would have abandoned the ill-fated UMPC strategy and worked for Phones and Tablets earlier.
