yes what if a stock has been slowly going down, I can't start to accumulate and buy? I can't average down? SO basically you can't touch a stock until some other PROMOTER starts trading it up on big volume? This rule bascially puts the promoters and mm's in control and in charge of how the stock moves because now retail can't touch it unless there is already volume? This is as backwards of a deterrent for scams as you can get. Especially when these diluting promoters aren't even using Penson!
basically you have 20 days max after a promo to SELL else you are stuck until they repump it. Because once the volume avg period ends, you are screwed and cannot sell it unless they have significant volume
