Hinky, I'm just as in the dark about what exactly the AM-03 is. But if you Wiki dry stack mine tailings you can get a pretty good overview of what it is. In a nut shell, the refuse from the mill has the water extracted and is than stacked in this dry form in an acceptable site. This is considered to be the most enviromentally safe way of disposing of mine tailings. The old method of tailing ponds is now considered dangerous due to leakage. The Summitville mine disaster in the 90's was due to the tailings ponds liner leaking. It was the worst mine diaster in Colorado history. This cause DRMS to review and tighten up all the regs. pertaining to mining in the state. The state is not adverse to mining, mining built this state and mining brings in 72 billion in revenue to the state, but because of the disaster it wants to proceed with extreme caution. Also our present Gov. Hickenlooper has a degree in Geology from Wesleyn Univ. so he should be friendly to mining.
