MNTA is not seeking a TRO, evidently; that’s why I’m speculating that a no-launch stipulation may already have been agreed to by the parties.

Agreed to in writing? I assume MNTA wouldn't just rely on Amphastar's verbal assurances; one would think an attempt at a TRO would make sense in the absence of something formal in writing from Amphastar.
