I think the prevailing mood these days is less regulation, both by governments and courts. I don't think you're going to see EOBR's required any time soon, if at all.
It will be up to the EOBR manufacturers (including PERHAPS NVSR) to convince companies that the EOBRs add more value to the company than their cost. There is however more and more competition and clearly Qualcomm is looking at the "low priced" units and trying to move into that space too. That will present problems for every other manufacturer as Qualcomm has a scale advantage and deep pockets to both develop less costly alternatives and market whatever they have.
I expect pretty tough times ahead for this industry.
