If he means "penny CEOs", then statistically his statement is arguably very accurate.
Sure, there are crooked real company CEOs. And there are well-intentioned Penny CEOs. But the vast majority of penny stocks are not real companies. Hence, their CEOs consider the stock to be their real product, whether it's actually pitched that way or not.
In the case of SMKY, there appears to be a real product. And a smooth, well-spoken CEO. That gives hope. But plenty of red flags as usual. Be smart. Don't use other peoples' DD as anything other than inspiration. Do your own digging. It's your money until you give it away.
