Actually they aren't taking it from the "poor" as currently I believe the deduction is close to $1 million before any inheritance tax. That's not my definition of poor but to Gates it would be destitute.

I think the tax free limit is something like $1.5 million, so I would not call that citizen a poor citizen if he left an inheritance of more than $1.5 million. JMHO.
