Trueheart- I honestly do not know where the money that is 'available' originates from as the release is vague and without specifics. However, I ran across this information and you will notice the correlation of the before and after figures ($) mentioned. Petty may be alluding to this without naming names to avoid stepping on anyone's toes or stealing their thunder.
Included are only two excerpts from the link but further reading will make it more plausible. Too much to copy/paste.-TB
