Yeah, from what I read, I gathered they were going to open trading ONLY to allow all orders that haven't cleared to clear. It sounded to me like they don't want people to buy or sell yet until all uncleared orders are cleaned up. I am not 100% sure if this is the case, but that is what I took from the doc.

Then, on the 19, they would open everything up for trading so we should be good to go on the following Monday the 22.

Prior to the night cycle beginning on August 19, 2011, DTC will restore all CUSIPs to their
original status by reinstating the SEG and DO chills as well as the applicable global locks. Any
future dated transactions or additional input after the status is reinstated, e.g., memo seg, Night
Deliver Orders will reject.

I hope I'm reading it wrong! But it sounds like you might be right on this Dalai.
