Yes. A change order is any change from the construction plans made after the job starts. When a contractor is told to stop work he incurs additional costs for idle equipment and workers. The workers may end up being laid off and the contractor could have trouble replacing them.
The delay affects the critical path of the job. Equipment/supplies have already been ordered and are on the way. Who is going to unload them and store them and protect them from damage? Usually additional work is needed to stop a job that is in progress.
The fun part (I was a construction manager) is the arguements over how much more the contractor is to get paid and for the necessary time extension.
