Once the contract is awarded - it's awarded.

For example: GE & Rolls Royce are competing for an aircraft engine contract with United Airlines. GE is awarded the contract. Why would Rolls-Royce reapproach United offering to cut their original bid by any % when the contract has already been signed, sealed and delivered?
