The bulliten board is the otc, the amex is the American Stock Exchange, which is higher than the otc.

from what i hear, amex, otc.bb, nasdaq large and small cap
are some how all related in a funky way, nasdaq is kind of
in charge of things, they call the otc.bb the "nasdaq bulliten
board"...im kinda shaky on the deal w/ the amex, that is i
may be wrong about the relation...but if u look at listings
of the otc.bb, and i think the pinks they split things that
have better fundamentals, they keep track of delistings, that
is being demoted to the pinks or if the pinks wont have em
the grey sheets (ie the grey market), the big deal are the
co's that get promoted pinks to otcbb and hence to the amex
if they make the leap to the nasdaq small cap then its a
big deal. its pretty rare to jump strait to the large cap
nasdaq but i guess it happens...dont forget the new xxxq or
xxxe, if its got a q,bk,its automatically pk, if its paper its
pk 2 but im not sure if thats the greys because no one gives
a dam. but if its xxxe then they are late on a one of the q's
they may not get a .ob or a .pk that is they may remain on
the amex, nasdaq or the nyse...

bla...its not that confusing if u follow a lot of speculative
stocks... though the .pk and .ob are designations that
yahoo uses on their webs, it can make it hard to find a stock
but if u are following a lot of stocks it can help u keep
track of who is who...hope this helps
