I love the short position--but usually a stock's strength is derived by increases in institutional ownership. If they are already "fully invested", it is up to retail investors.

No it is not. If there is a high short interest position, and mostly institutional ownership, then the ownership can be higher than 100%.

Not true. The o/s is the o/s. Short interest doesn't count.
