In your opinion do the words questions and charges have identical definitions?
I gave you an example where cause and effect is identical.
SEC: You are guilty of fraud (charge). What are you going to do about it? (question)
The public presentation is different. The resulting effect is the same. If you wish to believe the SEC just runs around ruining the PPS of various stocks because it has mere "questions", then by all means buy more LLEG right now.
