You need an overt act in furtherance of the conspiracy to commit conspiracy only. It does mean the complete crime was ever perpetrated. That's like conspiring to commit murder and you and your mistress pay an undercover cop posing as a hitman 10K to kill your wife. I doubt the undercover cop is going to go thru with the job and take out the wife. But you still have conspiracy to commit murder once the undercover cop was paid. They don't teach you common sense in Wikipedia. Sheeeesh.
