It's Dans job to remain optimistic. He has no idea whether Phase II will ever happen IMHO because that is up to SNP and I would guess that SNP doesn't know what to do yet...or they would be doing it. To hope for Phase II is reasonable...but to expect it is probably more than the evidence would support at this point.
