Consumers or businesses nationwide bargaining collectively? Why would you think that insurance companies would bargain at all? If you think there's not already a rate-fixing agreement amongst these companies, you haven't been paying attention. It may not be written down, but it's there. Also, what are the consumers going to threaten the insurance companies with? Going WITHOUT insurance? Yeah, that'd work.
