That had to do with EXPH being an insolvent, money losing company.

So I guess that since they never have come out of shortfall mode in the whole time that they have been running this scam it wouldn't bother you in the least if they were to issued another 2.3 billion shares to go along and keep this insolvent company afloat. Wow you are a way more forgiving dude than I am if this is the case.
