I think it is only verification of what we already know. The TA will not provide investors with information about the shares. I also believe it implies that KATX has not gagged the TA, but it is their policy to not respond to shareholders -- at least those with shares through brokers as I imagine most of us on the board are. If someone has shares which are not through a broker they could probably get share structure information from Computershares.
It makes sense to me that they couldn't respond to anyone for whom they could not easily trace ownership -- very professional.
It's a bad thing because of the current situation. It might be Compushare's policy, but when KATX just had a nice increase in the A/S, not being able to get daily O/S numbers is not good, it's the only way to tell if the company is diluting.
