#3873 RE: otraque #3869

The world responded generously at the time, but seven months later most of the country's housing remains in ruins; an example of how disaster recovery needs the sustained support of the international community.

The world’s generosity may have been sapped by rapacious middlemen, at least in some instances. Even subsequent or sustained offerings, should they appear, I fear will go the same route. There is a big hole in the system. One should not even consider contributing to a local charity without a scrutiny of how big a percentage of each dollar actually goes to the cause rather than the administrators. It is much more difficult to gauge a disaster scenario in which the very nature of the emergency leaves little on which to base one’s scrutiny.

The international community without taking on dictatorial characteristics should better police the situation then perhaps both the initial and sustained support might better help the victims.
