One thing to consider is that if there are multiple orders routed through one market maker, level 2 is only going to display the lowest offer (or highest bid) above 5k shares.
That's why when someone was offering 5,000 shares through ETMM earlier @ .0249, level 2 wasn't showing the 800k order @ .025. Hope that helps.
