This probably is why Bush has demanded Turkey open its border with Armenia. Armenia is situated between Turkey and Azerbaijan.
Bush wants Armenia in order to surround Iran, Armenia being on Iran’s northern border. He needs to get the Russians out of Armenia.
Note: In 1997, Armenia and Russia signed a friendship treaty, under which they provided for mutual assistance in the event of a military threat to either party. The pact also allows Russian border guards to patrol Armenia’s frontiers with Turkey and Iran.

RUSSIA BEGINS PULLOUT FROM GEORGIA 18:55
MOSCOW, May 30 (RIA Novosti) - Russia begins pulling out its military bases from Georgia today, the Russian Foreign Ministry announced upon signing a joint statement with Georgia to that effect.
Until 2008, when the pullout is to be completed, Russia has promised not to replenish hardware and ammunition, and to provide only as many personnel as needed for timely pullout.
The statement signed by Russian and Georgian foreign ministers says the Russian military bases deployed in the Georgian towns of Batumi and Akhalkalaki shall stop their defense activities and, upon the signing of the Statement, focus exclusively on withdrawal.
"The withdrawal of heavy combat vehicles shall begin in 2005; until September 1, no fewer than 40 vehicles, no fewer than 20 of them tanks, shall be withdrawn. The Georgian side shall authorize the Russian side to supply spare parts and other assets as needed for the withdrawal," the Statement says.
According to the Statement, the Russian and Georgian foreign ministers, in compliance with their presidents' orders, held bilateral negotiations on a broad range of issues in the environment of friendship and in view of future cooperation.
Russian military bases and other military sites in Georgia will be fully pulled out from the country in 2008. Most Russian military sites, apart from the bases, will be transferred to Georgia by 2007. By June 15 this year, it will be Armor Repairs Plant No 142, and by September 1 - other sites that do not support the bases.
According to the Statement, the sides have yet to adjust the terms and number of Russian troops - mainly drivers, mechanics, and repairmen - to be additionally deployed to Georgia to prepare the bases for full pullout.

/PanARMENIAN.Net/ The Azerbaijani leadership is negotiating with official Tbilisi on prevention of transportation of a part of Russian military equipment to Armenia, Azerbaijani Ambassador to Georgia Ramiz Gasanov stated, Trend Azeri news agency reported. In his words, the Azeri party understands Georgia’s interest in the soonest withdrawal of the Russian troops but their further destination is very important for Baku. “They should not be quartered in Armenia. That is why we are negotiating with Tbilisi on this issue”, the Ambassador said adding that presently the movement of ammunition is under way. To note, the other day Chief of the Russian General Staff Alexander Baluyevsky stated that the Russian military bases will be moved to the territory of Russia while a part of weapons and equipment – to Armenia. Over this fact the Azerbaijani Foreign Ministry has sent a note to Russia.
