Ranking:
Massachusetts is 2nd this year; it was 3rd in 2009.

Strengths:
Massachusetts is among the top 10 states on 12 of the 22 measures. Strengths include a low prevalence of smoking at 14.9 percent of the population, a lower prevalence of obesity than other states at 21.8 percent of the population, a low occupational fatalities rate at 3.0 deaths per 100,000 workers, a low rate of uninsured population at 5.0 percent, high immunization coverage with 93.4 percent of children ages 19 to 35 months receiving immunizations, ready availability of primary care physicians with 191.3 primary care physicians per 100,000 population, a low infant mortality rate at 4.8 deaths per 1,000 live births and low geographic disparity within the state at 6.3 percent.

Challenges:
Challenges include a high prevalence of binge drinking at 17.6 percent of the population and a high rate of preventable hospitalizations with 75.3 discharges per 1,000 Medicare enrollees.

Significant Changes:
(DOWN In the past year, the rate of uninsured population continued to decrease from 5.4 percent to 5.0 percent.
(UP) In the past five years, the percentage of children in poverty increased from 10.1 percent to 16.7 percent of persons under age 18.
(DOWN) In the past five years, the prevalence of smoking decreased from 18.5 percent to 14.9 percent of the population.
(UP) Since 1990, the prevalence of obesity increased from 10.1 percent to 21.8 percent of the population.

Health Disparities:
In Massachusetts, obesity is more prevalent among non-Hispanic blacks at 29.0 percent than non-Hispanic whites at 21.4 percent. The prevalence of diabetes also varies by race and ethnicity in the state; 11.0 percent of non-Hispanic blacks have diabetes compared to 7.0 percent of non-Hispanic whites.

You understand that for Paul's plan to work you would have to virtually eliminate MOST government programs, including---but not limited to---laying off thousands of soldiers, delaying (if not downright cancelling) much needed military hardware upgrades, etc?

Or are we just focusing on "Obamacare" simply because a few people don't like to be told "you have to carry health insurance"?
