I have no idea exactly why Kendrick chose the path he did, my guess is he is rather anti-establishment himself.
But, to think that we can say this or that will or will not work because our gov or military isn't taking it up and developing it would be denying history. Also, to assume they want what is logical (saving money and lives) is also, imo, denying history and present activities.

Dean and Joe's vision of QASP has proven itself, much to our detriment........they have done all they can to prevent Jeff from proving himself and his vision of QASP, but, eventually, one way or another it will come out, with or without QASP. I tend to believe he is doing his best to do right, and Joe et al are doing their best for themselves, short term, which, for shareholders, isn't best.
