Since Bush is so much up on resolutions these days, I suggest you read UN resolution 194.

United Nations adopted Resolution 194 on December 11, 1948. Paragraph 11 states: "...the refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date... compensation should be paid for the property of those choosing not to return."
