Wow...the company files an amendment with the SOS raising the number of authorized shares, along with a small filing fee.

That hasn't been done.

They can authorize share increases, but they must also update Nevada SOS before they issue anything above 2.49 billion shares. Otherwise they are in violation and can be shut down.
