The SOS is the first line of defense for uninformed investors.

Even the darkest company has to file with them, and sometimes, it's the ONLY source of info for shareholders wanting to know the share structure.

If they can sell BILLIONS without ever filing with the SOS office, then that is a serious problem for investors.
