They should install a COES and generate the revs to get over the $1.00 threshold.

Also, be aware that that is a company on a decline, not one who is growing in leaps and bounds. That company is trying to keep from being de-listed, not trying to up list. Please avoid comparing apples to oranges. You will confuse the children.
