no, it wasn't. my point was to explain why the ceo wasn't notified of an impending action. the sec does not notify the company for reasons i stated. also, they don't notify because that would allow insiders to dump shares. so, even though the ceo acted indignantly surprised, he really should know that that is how the sec operates.
