This didn't happen over night, things were implemented one thing at a time. We have three boxes now, a blue for plastic/metal/glass, a gray for cardboard, and a green one that seals for food waste (so racoons and other critters can't get to it). Each was introduced one at a time over the past few years.
Anyone dumping their garbage at city hall would get a ticket or be arrested. There are also ways to go after people who illegally dump. If anyone went from a simple recycling program to what we have here and in other parts of Ontario than there would be problems but at the same time, people adjust very quickly. Bottom line is not spending time to recycle is stupid. We've adjusted to it here, I'm sure your community is just as capable of change as ours.
