In my city the city still picks up the trash and also has an electric utility. It isn't a question of small or large government, it is doing what is right by its citizens. We have some of the lowest electric rates around. My bill was at least 50% higher than when I was in another city and bought my electricity from the big statewide utility.
I would trust my city government to set up a practical system of turning plastic into fuel for city vehicles.
