Jestiron, yes, that's probably the way it's supposed to work, but in reality it doesn't work. Imagine how many cusip changes have been made over the decades. A very large number of shareholders and CEO's are always complaining that NSS is the big problem as to why their stock isn't moving. It's the most famous battle cry of them all. However, not once has any cusip change ever produced the big MOASS. The MM's play this game better then anyone. They know what they can get away with. Force one group of MM's to cover, and ALL MM's will have to cover for every single stock out there that is severely, illegally shorted. I can't see anyone in the current administration that has the guts to do that. That's because we haven't had a President who's smart enough on this subject to order the SEC or FINRA to do this. I'm just going by what history tells me. Doesn't look good.
