Actually, GM is making a number of its cars in China now and building at least one new plant there. At the Saturn plant (totally different Union rules and probably the model GM wants to follow in the talks next year), they already are having employees come in and clean up or go through additional job education when there is no need for new cars to be built.
GM will be in a world of hurt next year, and going into the Union talks, it will be seen by management as beneficial to report poor numbers (a task which should be easy) and if things get bad enough with new car sales, we might hear the word "bankruptcy" thrown around.
