When he says "we" have been having investors accumulate it could be colloquial, like when you are talking about the Yankees and you say "we really beat the White Sox". The "we" could mean CPOW or it could be IBA. It could be a grammatical error. Or maybe IBA WAS retained months ago. I am not sure.
