It's in addition to. You don't get to buy your way out of jail time. To put it simply you rob a bank and you get caught you have to pay back the money and you go to jail.

In securities fraud cases such as this it gets worse because after the criminal trial the defendent is still subject to civil charges brought by the SEC.
