Why should he renew a TAX filing that is no longer a dba of TX.
If he doesn't file it goes away right ? Cancelled ?

You might try calling the State of TX and tell them he can't do that.
I'm an investor, not a policeman, so it's not my job to inform them JR isn't doing his paperwork properly.
